This paper tries to develop an index of funds devolution based on the level of deprivation and concentration of population in the region using secondary data for 39 districts of Madhya Pradesh. In order to analyze the districts based on socio-demographic, economic and infrastructural dimensions, a composite index of overall development is also constructed, the inverse of which is used as measure of deprivation level among the districts. In conclusion, the study suggests that the index can be of great use to any State Government while allocating funds to different districts.
